North Bay announces 2027 immigration quota

The City of North Bay has announced a specific immigration quota for 2027 to support regional labour market needs. That much is confirmed. The size of the quota, the announcement date and the program that will deliver it have not been published in the material we reviewed.

This post covers what is known, what is still missing and what you can do while you wait.

What North Bay confirmed

North Bay set a quota for the 2027 calendar year. The stated purpose is to meet regional labour market needs.

The announcement came from the city. It is not an IRCC announcement, and it is not an Express Entry round.

Details still missing

We could not confirm any of the following from an official source:

  • the number of spaces in the 2027 quota
  • the date the quota was announced
  • which provincial or federal program will use it
  • eligible occupations or NOC 2021 codes
  • language, work experience or job offer rules
  • when applications open

If you see a quota figure, a stream name or a minimum language score quoted elsewhere, check it first. It should appear on an official City of North Bay or Government of Ontario page before you act on it.

Who runs which program

Ontario runs its own nominee program, the Ontario Immigrant Nominee Program (OINP). IRCC runs federal programs, including Express Entry rounds.

The announcement does not say whether North Bay's quota links to the OINP, to a federal pathway or to something else. Until the city or the province says so, treat any stream name as unconfirmed.

Why a nomination matters in the pool

A provincial nomination adds 600 CRS points. Recent rounds show how far apart the two main draw types sit.

29 Sep 2026#446Canadian Experience Class2,000CRS 518
28 Sep 2026#445Provincial Nominee Program733CRS 725

The Provincial Nominee Program cut-offs include the 600 nomination points. That is why they run so much higher than the Canadian Experience Class cut-offs of 518 and 519 in the same weeks.

In practice, nominees with a valid Express Entry profile have been invited in every Provincial Nominee Program round listed above. Candidates without a nomination have needed scores near the CEC cut-offs instead.

Whether a North Bay quota spot would come with a provincial nomination has not been published. Do not plan around those extra points until it is confirmed.

If you do receive an Invitation to Apply, you have 60 days to submit your permanent residence application. Gather documents early so the deadline does not catch you.

What you can do now

Start with the parts you control.

Check your federal eligibility. The Canadian Experience Class needs at least one year of skilled Canadian work (NOC 2021 TEER 0, 1, 2 or 3) in the three years before you apply. You need CLB 7 for TEER 0 or 1 jobs and CLB 5 for TEER 2 or 3 jobs. No proof of funds is required.

If most of your experience is outside Canada, look at the Federal Skilled Worker program. It needs one year of continuous skilled work in the last 10 years, CLB 7 in all four abilities and at least 67 points on the selection grid. Foreign education needs an Educational Credential Assessment.

Know your occupation code. If you work in North Bay or have an offer there, find the five-digit NOC 2021 code for the role. For example, registered nurses are 31301, electricians are 72200 and transport truck drivers are 73300. We do not know which occupations the quota targets, so this is preparation, not a guarantee.

Remember that a job offer adds no CRS points. Arranged employment points were removed on 25 March 2025.

Watch two sources for the missing details: the City of North Bay's official channels and Ontario's OINP page. For federal rules and current rounds, use IRCC's Express Entry page.

We will update this post when the quota number, the delivering program and the intake dates are published.
