Thunder Bay, Ontario, has been allocated 150 immigration spaces under a regional pathway program. The program lets eligible newcomers apply for permanent residence.
That is all the announcement confirms. It doesn't name the program or say who set the allocation. It also gives no eligibility rules and no opening date. Below, we separate what's known from what isn't, and show you where the official details will appear.
What the allocation confirms
The city is Thunder Bay, in Ontario. The number of spaces is 150. Those spaces lead to permanent residence for newcomers who meet the program's criteria.
The announcement doesn't define what one space covers. For example, it doesn't say whether a spouse or child counts against the 150. Wait for the official rules before you assume anything about your own file.
Who runs it is still unclear
The source doesn't say whether this is a federal or a provincial program. That matters, because the rules and the application portal depend on it.
If the pathway sits inside Ontario's nominee system, the province runs it through the Ontario Immigrant Nominee Program (OINP). If it's a federal program, IRCC runs it, and details will appear on canada.ca.
Details not yet published
- The official program name.
- Eligible occupations. No NOC 2021 codes were listed.
- Minimum language, education or work experience.
- Whether you need a job offer from a Thunder Bay employer.
- How to apply, fees and processing times.
- When the 150 spaces open, and whether there's a closing date.
Until these are published, any checklist claiming specific requirements is a guess. Check the official pages above instead.
If you already live or work in Thunder Bay
Start with what you can control. Find your occupation's five-digit NOC 2021 code and its TEER level. Most economic programs ask for both, and you'll need them once the rules come out.
Check when your current status expires. If you hold a Post-Graduation Work Permit, it generally can't be extended or renewed. Don't plan around a pathway whose dates haven't been published.
If you don't have a recent language test, consider booking one. Most permanent residence routes use Canadian Language Benchmark (CLB) levels.
Express Entry may already be open to you
While the regional pathway details are pending, some Thunder Bay workers may qualify for Express Entry right now.
The Canadian Experience Class (CEC) needs at least one year of skilled Canadian work (TEER 0, 1, 2 or 3) in the three years before you apply. You need CLB 7 for TEER 0 or 1 jobs and CLB 5 for TEER 2 or 3 jobs. No proof of funds is required.
For example, a candidate with one year of TEER 2 work in Thunder Bay and CLB 5 in every ability could meet the CEC minimums. Meeting them only puts you in the pool. Invitations depend on your CRS score.
The latest CEC round, #449 on 15 October 2026, invited 2,500 candidates with a cut-off of CRS 519. The CEC round before it, #446 on 29 September 2026, invited 2,000 at CRS 518.
If you drive trucks for a living (NOC 73300), watch the transport category. Round #453 on 28 October 2026 invited 150 transport candidates at CRS 477. The previous transport round, #434 on 7 August 2026, invited 300 at CRS 470.
Two scoring rules are worth checking against your profile:
- A provincial nomination adds 600 CRS points. The latest Provincial Nominee Program round, #451 on 26 October 2026, invited 792 candidates at CRS 761.
- A job offer adds no CRS points. Arranged employment points were removed on 25 March 2025.
You can read the program rules on the official Express Entry page. If you receive an invitation, you have 60 days to submit your permanent residence application.
What to watch next
We'll update this post once the program name, eligibility rules and intake dates are published. Until then, treat the 150 figure as the only confirmed detail, and check the Ontario and canada.ca pages linked above for the official announcement.
